Onno Kluyt, director of the Java Community Process Program Management Office, Sun Microsystems, explains. JCP 2.5 , a two-year project that took effect near the end of 2002, made many changes to the legal underpinnings of the JCP, especially in regards to open-source agreements. Because of its scope, however, it didn't focus.
